CBRE, the world's leading real estate consultancy, has diversified its services in Portugal with the creation of a new Strategic Consulting division focused on Planning and Urbanism. Led by Andreia Costa, an architect with over 20 years of experience in the public sector, the new team will support clients with real estate development and promotion strategies, urban management tools, and planning permissions.

At a moment when urban regeneration is flourishing in Portugal's main cities and property investors are looking for the best use for their vacant properties and land, CBRE believes that having a specialised team dedicated to urbanism is of utmost relevance. This will allow the company to get involved at a very early stage of the real estate product, assisting clients in making decisions regarding potential property acquisitions as well as analysing the best and most profitable strategies for various sectors, including residential, hospitality, offices, or others.

CBRE is thus expanding its range of services and incorporating technical analysis capabilities for architectural projects, particularly regarding pre-approval communications and planning permissions. It will also provide technical analysis of subdivision projects within the scope of planning applications and pre-application requests. Additionally, it can support clients in urban planning studies for plots or areas without construction forecasts and assist in the drafting and monitoring of subdivision plans.

To lead this new division, CBRE has hired Andreia Costa, a graduate in Architecture from Universidade Lusíada with a postgraduate degree in Sustainability in Construction and Planning from the same institution. With 22 years of experience at Oeiras City Council, Andreia Costa is known for her extensive knowledge of urban and planning permission processes, bringing to CBRE a practical and objective approach that will be essential in simplifying complex issues and ensuring project efficiency for clients.

Francisco Horta e Costa, Managing Director of CBRE Portugal, highlights the importance of this new investment, stating that “the integration of urbanism into our services was a natural and inevitable progression, fully aligned with our ambition to cover the entire real estate product lifecycle. We believe that by supporting our clients in an increasingly comprehensive and integrated manner, offering innovative solutions to potentially complex issues, particularly in planning permissions, and providing clear pathways and effective solutions for defining the best use of their properties, we are positioning ourselves as the most equipped real estate consultancy with the widest range of skills currently in the Portuguese market.”

Andreia Costa, in turn, expresses her satisfaction with this new challenge in her career, emphasising that “joining CBRE, the market-leading consultancy, is an opportunity that excites me greatly. I believe I can add value to this ambition of simplifying highly complex issues, and my experience in the public sector will bring valuable and highly pragmatic insights to real estate investors.”

With this expansion, CBRE strengthens its position as one of the most comprehensive real estate consultancies in Portugal, offering a wide range of services covering everything from technical project analysis to real estate promotion and sustainability.
